How do you think ARPA funds should be spent?
Residents and city officials in Haverhill are invited to offer their opinions on how the city should spend $38 million in American Rescue Plan Act money. The ARPA money must be obligated by Dec. 31 of 2024, and used by Dec. 31 of 2026, with extensive reports required on a quarterly and annual basis.

What can ARPA funds be used for?
The American Rescue Plan Act provides funding to address: public health expenditures, such as vaccines, economic impacts from lost public sector revenue, COVID-19 and premium pay for essential workers, as well as infrastructure investments to water, sewer, and broadband.
The American Rescue Plan Act provides funding to address:

PUBLIC HEALTH EXPENDITURES
Support public health expenditures, by, for example, funding COVID-19 mitigation efforts, medical expenses, behavioral healthcare, and certain public health and safety staff

ECONOMIC IMPACTS
Address negative economic impacts caused by the public health emergency, including economic harms to workers, households, small businesses, impacted industries, and the public sector

INFRASTRUCTURE INVESTMENT
Invest in water, sewer, and broadband infrastructure, making necessary investments to improve access to clean drinking water, support vital wastewater and stormwater infrastructure, and to expand access to broadband internet.
